Expired na ba ang PRC ID mo?

There’s now an easy and hassle-free way to renew your PRC ID online — without having to leave your house or to go to a PRC office! By renewing your professional license online using PRC’s official website, you can even request your PRC ID to be delivered to your home!

Here are the steps to renew your PRC ID online:

  1. Visit the PRC LERIS website.
  2. Sign up for a PRC account and complete your profile, if you still haven’t done so.
  3. Select the “Renewal” transaction.
  4. Avail of the Shipping Service.
  5. Pay the PRC ID renewal and delivery fee.

For a more detailed guide on how to proceed with these steps, continue reading below and we’ll show you how to renew your PRC ID while staying at home so you can be safe from the COVID-19 virus.

Why you should renew your expired PRC ID

All Filipino professionals are required to renew their PRC ID or Professional Identification Card in order to legally continue practicing their profession.

But with the current threat of COVID-19 and the lockdown rules in various places in the Philippines, the Professional Regulation Commission (PRC) offers a convenient alternative so that license application and renewal can be done purely online.

This way, you won’t have to leave your homes and your PRC ID can just be shipped and delivered straight to your house.

Of course, you can still visit and drop by a PRC branch for ID renewal, if that’s what you want. Just make sure the PRC office is open since some branches are closed or are just being manned by skeleton workforce as a COVID safety precaution which means processing of ID renewal could be delayed.

Whether you want to apply online or you want to personally drop by a PRC office for your license renewal, we’ve got this step-by-step guide for you. Keep safe when renewing your PRC ID!

How to renew PRC ID online

CPD requirement for PRC Renewal in 2021

First things first: Can I renew my PRC ID even if I don’t have enough CPD (Continuing Professional Development) units?

According to the PRC, yes.

Good news: Even if you don’t have the the complete CPD units yet, you’re allowed to renew your PRC license until December 2021.

Again, you’re not required to comply with the CPD requirement before December 2021. Nice!

The PRC announced this news last February 2019 when they released an updated Implementing Rules and Regulations (IRR) for the CPD Law. According to the memo, the PRC will not fully implement the CPD units requirement until after December 2021.

This was also posted by the PRC in their official LERIS website (Licensure Examination and Registration Information System), saying:

“Renewal of Professional Identification Cards (PIC) without full CPD Compliance are accepted until December 2021.”

PRC ID can be renewed until December 2021 without CPD compliance

So how many CPD units are actually required to renew my PRC license? Zero.

Of course, it’s great to earn CPD units now for the sake of professional advancement, but the PRC currently allows all applicants to renew their PRC license without the need to comply with the required CPD units. But take note, this rule is valid only until December 2021.

The only requirement, for now, is “an undertaking to complete the required CPD credit units for the next compliance period.”

Simply speaking, you will be allowed to renew your PRC ID even without meeting the required CPD credit units as long as you submit an Affidavit of Undertaking.

However, don’t worry, since the PRC ID Online Renewal Application Form already includes an “Undertaking” section.

So no need to submit a separate affidavit and no need to have this Affidavit of Undertaking notarized either. Just complete the online PRC Renewal Form and you’re good to go.

Required CPD units for PRC renewal reduced to 15 units

Just some important, additional notes on the CPD requirement.

Although full compliance of the CPD units is not yet required until after December 2021, the CPD requirement is not yet totally abolished. This means the PRC may start requiring full compliance of the CPD requirement starting January 2022.

But from now until December 2021, the guiding principle is PRC Resolution No. 2019-1146 which amended parts of the IRR of the CPD Act of 2016.

The salient provisions of the transitory IRR of the CPD Law approved by the PRC are as follows.

OFWs not required to comply with CPD requirement

1. Professionals working abroad (overseas) are NOT required to comply with the CPD requirement.

Are OFWs working as nurse, CPA, engineer, etc. outside the Philippines required to comply with the CPD requirement?

The simple answer is No.

OFW professionals looking to renew their PRC license are exempted from completing the required CPD units. This is certainly beneficial for OFWs who are practicing their profession abroad.

Thus, OFWs can simply renew their PRC license anytime without having to comply with the required CPD units.

2. New board exam passers and recently licensed professionals are also NOT covered by the CPD requirement on their first year.

This is another load off for newly licensed Filipino professionals who can now immediately practice their profession after passing the PRC board exams.

However, take note that they shall then be required to start complying with the CPD requirement after the first license renewal cycle.

And finally, the much-anticipated good news…

3. The required CPD units have been reduced to just fifteen (15) CPD units every three (3) years. Wow, really?

We know the CPD Law was a contentious topic among professionals because of the high number of required CPD units, and now it’s been reduced?

Yes, the new CPD units requirement to renew your PRC license is now just 15 units, which should be completed in a span of 3 years.

The requirement previously was 45 CPD units, but the rules approved by the PRC now require Filipino professionals to complete only 15 CPD units within 3 years — that means just 5 credit units every year. Great news, indeed!

However, the PRC emphasizes that there are still exceptions to these revised and relaxed provisions. Specifically:

  • a.) Professions which are required by their Professional Regulatory Laws to comply with specific number of CPD credit units for the renewal of their PRC ID card; and
  • b.) Where the professional intends to practice the profession in countries covered by bilateral, regional, or international agreements in which CPD is a recognition and eligibility requirement, such as the ASEAN Mutual Recognition Agreements (MRAs).

The exceptions require certain professionals to earn CPD units beyond 15 units, depending on what’s cited in their respective professional regulatory law or in international professional agreements signed by the respective CPD Council.

New CPD units requirement for CPA, Real Estate Brokers, and Social Workers

For example, the following minimum CPD units apply to Social Workers, Real Estate Brokers, and Certified Public Accountants (CPA) instead of just the required 15 CPD units.

For Social Workers, the required CPD units to renew their PRC license is 45 units. This is required in Section 26 of RA 10847 (An Act Lowering the Age Requirement for Applicants Taking the Board Examination for Social Workers), which states that:

SEC. 26. Continuing Professional Development (CPD). – All registered social workers must provide proof of earning forty-five (45) units of continuing CPD courses given by any CPD provider duly accredited by the CPD Council for social workers as a requirement for the renewal of the professional identification card of social workers.

Meanwhile, for Real Estate Brokers and other licensed real estate professionals, the required CPD units is 45 units. This is based on the IRR of the Real Estate Service Act or RESA Law (RA 9646).

For Certified Public Accountants (CPA), the required CPD units to renew their PRC license is 15 units. However, CPAs who will apply for BOA accreditation must complete at least 120 CPD credit units.

Why the higher CPD requirement for BOA accreditation if a CPA can renew his or her license in the Philippines with just 15 CPD credit units?

This is because the Philippines is a member of the International Federation of Accountants (IFAC) through PICPA (Philippine Institute of Certified Public Accountants).

As an IFAC member, CPAs from the Philippines must comply with the required 120 CPD units in order to be recognized as a professional accountant outside the country.

Take note that the PRC ID is valid for three years, renewable on your birth month. Applicants may renew their PRC ID weeks or months prior to expiration date.

What happens if you have an expired PRC license?

Legally speaking, you are not allowed to practice your profession.

If you won’t comply and will continue to do professional work with an expired license, you are violating the law. You could face legal consequences which could range from monetary fines, revocation of license, to jail time. So make sure you renew your PRC license religiously.

How to renew PRC ID online during COVID-19 Pandemic

During these challenging times because of the coronavirus, Filipino professionals can choose to renew their PRC license in one of two ways:

(1) by applying online and requesting to have the PRC ID card delivered to their home; or

Here’s our step-by-step guide below for either method of PRC license renewal.

I. Online PRC Renewal with Home Delivery of PRC ID

The delivery will be handled by W Express, a third-party logistics company contracted by PRC to officially handle the delivery of PRC IDs.

Step 5: Pay the PRC ID renewal and delivery fee.

Finally, you will be asked to pay the renewal processing and delivery fee.

How much is the PRC license renewal fee? The regular renewal fee is P450.00, with the PRC ID valid for 3 years. This is for professions requiring baccalaureate degree. Meanwhile, for professions requiring a non-baccalaureate degree, the renewal fee is a bit lower, just P420.00, with the PRC ID also valid for 3 years.

How much is the shipping fee to deliver the PRC ID to my house? This would depend on the city or province where the delivery will be made. A friend of mine who requested to have his new PRC ID delivered to his house in Quezon City paid a delivery fee of P160.00.

What are the payment methods to pay for PRC ID online renewal? There are various payment options available and you can pay via Paymaya, GCash, LandBank, UCPB, Bancnet savings or debit account, or credit card.

How to pay the PRC renewal fee online

Take note that there is an additional “convenience fee” or “service fee” that will be charged to you when using these online payment methods.

The service fee or convenience fee that will be charged to you, depending on the payment method you’ll use, is as follows:

  • Paymaya account balance – P8.00 convenience fee
  • Visa and Mastercard credit card (including JCB card and Paymaya Visa) – 1.25% of the transaction amount
  • LandBank account – P10.00 convenience fee
  • Bancnet savings or debit account – P20.00 convenience fee

You may also pay using UCPB mobile app or over-the-counter payment at any UCPB bank branch. Take note that UCPB charges a P30.00 convenience fee for the service.

That’s it! You’re done applying to renew your PRC ID. Congrats!

How long before the PRC ID is delivered to me? According to PRC, the delivery lead time is around 5-8 working days. But of course, given the COVID-19 pandemic, expect delays in the delivery of your renewed PRC ID.

Can I have my PRC ID delivered abroad? For now, deliveries of PRC ID cards are limited to the Philippines. OFWs or Filipinos residing outside the country who want to renew their PRC license can still renew online but should just choose a Philippine address where the PRC ID can be delivered.

Alternatively, they can send a proxy or authorized to transact at the PRC branch on their behalf. Follow the step-by-step guide below and take note of the proxy instructions at the latter part of the article.

II. PRC License Renewal by visiting PRC Office

For those who prefer to do their renewal application by personally visiting a PRC branch, follow the instructions below and submit all required documents to your chosen PRC office.

To do this, you will have to schedule an Online Appointment first.

Can I walk-in or go directly to PRC for renewal without appointment? No, this is not allowed.

The PRC requires all applicants transacting personally to first set an appointment days in advance. You’re also not allowed to schedule an appointment on the same day, which means, when you check the calendar in the PRC Online Appointment System, you will see that the earliest available date is the next business day after today. This is because the PRC implements a “No Same Day Appointment Policy.”

To set an online appointment for your PRC renewal application, follow the steps below.

Step #1 and Step #2 are similar with the steps in the earlier section since they relate to account creation in the PRC LERIS website. If you already have an existing PRC LERIS account, skip to Step #3 below.

Step 1: Visit the PRC LERIS website.

This step is exactly the same as the first step in the earlier section. Just visit PRC’s online renewal website at https://online.prc.gov.ph.

Step 2: Register a PRC account and complete your profile.

Again, follow the instructions in the same Step #2 above to open a new PRC LERIS account. Fill out all required information in the Profile section and upload a soft copy of your photo.

Step 3: Schedule an Online Appointment for your PRC Renewal.

A. To renew your PRC ID, click the “TRANSACTION” button located at the top-right portion of the page.

B. In the “Select Transaction” page, click the “RENEWAL” tab, then choose your “Profession” from the drop-down menu. Next, input your PRC License Number. Once completed, click the “Proceed” button.

Step 4: Pay the PRC renewal fee via PRC Cashier, Landbank, UCPB, Paymaya, GCash, or BancNet.

The succeeding page will then show you the total amount that you need to pay for the processing of your request.

As mentioned earlier, the PRC renewal fee is P450.00 (P420.00 for professions requiring a non-baccalaureate degree).

Take note that surcharges apply to late renewals, that is, for those renewing license more than twenty (20) days after their birth month. The surcharge fee (for baccalaureate degree) is P30 pesos, while the surcharge fee (for non-baccalaureate degree) is P28 pesos.

To proceed with payment, click the “Proceed” button then choose your preferred Payment Method.

How to pay PRC ID renewal fee

How can I pay the PRC renewal fee?

You may pay the PRC processing fee using any of these payment methods:

(1) Over-the-counter payment at the Cashier of the PRC office where you set your online appointment;

(2) Paymaya or Paymaya Visa card;

(3) Globe GCash;

(4) Landbank’s ePayment portal through your LandBank ATM or Savings account;

(5) Savings or Debit account in any Bancnet member bank; or

(6) UCPB via online payment portal UCPB Connect, mobile banking app, or over-the-counter deposit at any UCPB branch.

To make an over-the-counter payment at the PRC Cashier, take note of the Payment Reference Number or PRN of your transaction. Write down the PRN or take a photo or screenshot of this number. When you’re at the Cashier of the PRC, give this reference number together with your payment.

Where to find the PRC Payment Reference Number (PRN)? The PRN should appear right after you have chosen the payment method for your PRC transaction. A sample Payment Reference Number is shown below. This PRN is important because this is what you need for your renewal application to be processed and paid.

Where to find PRC Payment Reference Number (PRN)

Step 5. Visit the PRC office on your appointment date.

Once you’ve made the payment, on your Appointment Date and Time, proceed to the PRC Office and bring all required documents. (Of course, if you are paying at the PRC Cashier, you can pay at the cashier on your appointment date, but make sure you complete the payment before the scheduled appointment time.)

What are the requirements I need to bring for my PRC ID or license renewal? Prepare the following requirements beforehand and submit them when you visit the PRC office:

(1) PRC Renewal Application Form that has been printed and signed;

(2) Printed Payment Confirmation form, if you have already paid;

(3) Original (for verification purposes) and photocopies of certificates of CPD units earned if you’re applying for CPD credit units certification; and

(4) Additional requirements, as required by respective Boards. For Real Estate Service private practitioner, prepare a notarized certification of sixty (60) hours completed units of Continuing Professional Education (CPE) issued by an accredited Real Estate Service Provider, Professional indemnity insurance/cash or surety bond in the amount of P20,000.00, and Certificate of Good Standing from Philippine Institute of Real Estate Services Professional.

For the following professionals, present and submit an original copy of the Certificate of Good Standing (COGS) from an Accredited Professional Organization (APO) in your province or city:

  • Agricultural and Biosystems Engineer
  • Architect
  • Customs Broker
  • Electrical Engineer
  • Electronics Engineer
  • Geodetic Engineer
  • Guidance Counselor
  • Interior Designer
  • Landscape Architect
  • Librarian
  • Master Electrician
  • Mechanical Engineer (temporarily suspended)
  • Psychologist
  • Psychometrician
  • Respiratory Therapist (temporarily suspended)
  • Social Worker (temporarily suspended)

To print your PRC Renewal Application Form, log in to your PRC LERIS account, click “Existing Transactions” then click “Payment Details” then “Print Document” (see screenshot below).

Click "Existing Transactions" then "Payment Details" then "Print Document" in PRC renewal website

You should then be able to download and print the PRC Renewal Form (see sample below). Print and sign the “Declaration and Attestation” and “Undertaking” sections of the renewal form.

Print PRC renewal form

Can I send a proxy or representative to renew my PRC ID? Yes, this is possible.

Your authorized representative simply has to present an authorization letter signed by you (or an SPA or Special Power of Attorney), his/her own valid government-issued ID (such as PRC ID, Driver’s License, SSS ID or GSIS UMID, etc.), and your own valid government-issued ID to be able to renew your PRC license on your behalf.

How long before I can get my renewed PRC ID? Guess what, you can actually receive your PRC ID on the same day!

Based on our friends who renewed their licenses with the PRC recently, after submission of requirements, it could take between 1 hour to 4 hours before you can get your Professional ID Card (PIC). Some delays are expected because of manpower constraints due to COVID-19.

As long as you show up on your chosen appointment date and time, bringing with you all required documents, your renewal application should still be processed and released on the same day. PRC license renewal is now that easy.
